Wizlock / Newlock

Wizlock and newlock both block login attempts to the mud. Wizlock
locks out all non-immortals, except for link-dead players who are returning.
Newlock only locks out new character generation.
Both are meant to protect the mud from imminent danger - getting a
coder to fix the problem that made it nescessary asap obviously is of utmost
importance.
